Election

When Adam sinned, we all were in Adam and through Adam God counted us all as sinners. We were all condemned in Adam's deed. This might not seem fair but God had a plan. Because all were condemned in Adam, then all could be redeemed in Christ. We were born into sin and had no choice but we have a choice to receive what Christ did when we hear the too good to be true news. Potentially all of the human race is redeemed but when they hear the Gospel they have a choice to accept it or reject it. This is why people do not go to hell because of their sin but because they reject Jesus. Now ultimately when they reject God's offer of salvation in Jesus then they are responsible for their sins. We cannot pay for our sins so we need a Savior, Jesus.
So as in Adam all are rejected, having taken on the sin nature of Satan, so also in Christ all are elected, but they must accept what Jesus did for them. We were all born into Adam, except Jesus which is the reason for sin being imputed through the man and thus the open door of the virgin birth for the Savior to come as the spotless lamb. When you accept what Jesus did on your behalf then you are born again into life. Everyone is a candidate but not every one will accept salvation on God's terms.
